01 Jeep TJ Electrical draw

So my 01 TJ does not get driven like I want to drive it because of a draw. I narrowed it down to fuse under the hood that controls the gauge cluster. I think 24. I found the multi-function plug falling apart. Replaced it. It was brought to my attention that the noise it makes is the sound when you leave the key in the ignition. If I unplug the cluster the sound and draw go away. Any thoughts on what to check?

A bunch of functions run through the cluster in a TJ. For instance, without a cluster plugged in you won't have the chime or interior dome lights. Dome lights are attached to the gauge dimmer control on the stalk. The multifunction switch or its plug could definitely be your issue. Mine has failed where my fog lights were always on.
